He must have made this rule to make the tournament even more exciting. There must be a lot of participants who were good at using poisons or had a lot of pills to help them in a dire situation. With this, the fight won’t end in a short time.
This must be a way so the crowd who will come watching their battle later won’t feel bored watching the battle, isn’t it? Really cunning and cruel at the same time!
